New Python web tools

We’re developing a new set of webtools built completely using Python. Currently, there are 4 active tools: 1) Daily geoactivity plots, 2) GPS TEC tool, 3) Deep learning based forecasts of Field aligned current, and 4) Deep learning based forecasts of Substorm onsets.
